Manilla, Philippines
President Marcos, infatuated with the west, and everything American has become infatuated with Las Vegas. After watching the movie, “Viva Las Vegas”, Marcos thought of building a gambling city to rival Vegas. A city of sin and vice. Marcos pleaded before the Congress of the Philippines to not only legalize gambling, but also pleaded to the Mayor of Quezon City to accept his proposal to turn Quezon City into the Vegas of the orient.
The mayor, was impressed with the President’s words. Congress too. Gambling could bring a lot of money into the Philippines. Along with this, the provinces would decide if they would have their own lottery. Eventually a bill was crafted by various senators in the Congress of the Philippines. The bill would regulate the ten casinos in the country and allow the creation of more casinos. This bill would establish the Philippine Amusement and Gaming Body. PAGB. Outside Quezon City, casinos would be heavily taxed. However in Quezon there would be no tax on casinos that were built in a 15 year period along with gains by the house in Quezon City. This is in order to encourage the growth of a monopoly on gambling for Quezon City. The bill is expected to be amended and voted on and is expected to pass through congress by June of 1968.

• [NEWS] Airlines able to resume international flights with non-essential passengers on October 21... but will the demand be there? Non-essential travellers will be able to leave the country, provided they have “negative antigen test results, confirmed plane tickets, and health and travel insurance”. The government originally lifted the ban on Filipinos travelling abroad for non-essential reasons in July, but since only one insurance company could adhere to the IATF’s strict rules on conditions to cover rebooking, accommodation expenses, and hospitalization should a traveler contract COVID-19, the ban was re-implemented, awaiting better coordination. Seems as though the better coordination has arrived, though we are still waiting on confirmation of procedures from the IATF.
  
  • MB: As we discussed last week, domestic airline revenue has been constrained by a lack of demand, not by excessive regulations or travel bans. Philippine Airlines [PAL 5.85 ▲0.86%] and Cebu Pacific [CEB 38.00 ▲1.06%] know as well as any that many countries around the world still have quite strict travel regulations in place that make travelling a huge pain in the ass, aside from whatever hoops the IATF will make Filipinos jump through even before they make the trek to NAIA. The totality of this hassle against the backdrop of a global pandemic has decimated travel demand. The airlines will be in a lot of trouble until the hassle (and the pandemic) disappears.
• [UPDATE] Converge [CNVRG 16.80] IPO oversubscribed with one broker, so, you know... in a talk with Michelle Ong, the President of PNB Securities, Antonio Lisbona, said that the CNVRG IPO was causing his firm “sleepless nights” because PNB Securities’ order book was already “oversubscribed”. He admitted that the CNVRG IPO might look “heavy” (too expensive, not selling quickly), but he reiterated his belief that CNVRG is in “the right business at the right time.”
  
  • MB: The domestic and international demand for CNVRG has not been strong. Remember, CNVRG’s IPO is split 70:30 between foreign investors and local investors, and that CNVRG was forced to lower its price twice by an aggregate of 30% in order to sign a cornerstone investor for the international tranche. After lowering the price, the stock sold out and the company was able to market the international tranche as being “oversubscribed”, but it has not been able to say the same thing for the PH-based tranche, despite a 10x increase in PSE EASy allocations and a white-hot connectivity market ([DITO 6.10 ▼1.45%], [NOW 5.25 unch], [MRC 0.37 ▲1.37%]). Now, PNB Securities is doing a media hit to say that it’s own order book is oversubscribed. It’s obviously trying to hype the market for the stock. We’re one week to IPO, so I expect more limp stories like this to try and juice the local market ahead of the big day.
• [UPDATE] PH Resorts [PHR 2.69 ▲3.46%] prices its follow-on offering at P1.68/share... the Dennis Uy-owned casino resort operator is looking to sell 450m shares at P1.68/share to raise P756m to increase the size of the public float (it’s only 15.89% after the IPO) and help fund completion of its Cebu project. The pricing range had been P1.00 to P2.50. The deal is 100% primary (new shares), and is only available through brokers (not PSE EASy).
  
  • MB: Dennis Uy kills two birds with one stone: he gets cash for his cash-strapped company, and he gets to pull PHR’s head more fully above the PSE’s minimum public float line of 10%. What do you bet DAU uses some of the P756m that he gets in this deal to initiate share buy-backs if PHR continues to tumble? While DAU might not be the best at running a business, DAU is a master at the trading game, so I wouldn’t put it past him.
• *[UPDATE] PSE determines backdoor rules apply to Xurpas [X 0.55 susp] transaction... * The PSE determined that the Wavemaker Group transaction was a backdoor listing, and that X stock will remain suspended until X is able to provide the PSE (and investors) with a comprehensive disclosure to outline the nature of the transaction and the impact that it will have on X’s business going forward.
  
  • MB: The writing was on the wall ever since X sold Yondu back to Globe [GLO 1992.00 ▼0.90%] for a fraction of what it paid. The Wavemaker deal never looked quite right, and to many in the investing community, X was a deadman walking already, so the suspension meant very little. The PSE’s first potential tech unicorn is pretty much dead at this point.

The central government has decided to jump ship from Taipei to the old ancient capital, Tainan. The construction and overhaul of the area to prepare for the transition of the seat of government should cost $5 Bn.

Housing Boom

The island has already built over most of its non-mountainous areas with houses since the early 1900’s. As noted above, the new focus will be about building new, and higher than ever before. While most of Taiwan’s buildings, especially in Taoyuan, and Taipei are very aged, the new push is to build tall and build new. As part of a great urban renewal project and residential housing project, Continental Engineering Corporation has been provided the contract and subsidies to undertake the massive housing project. All of the structures will be replaced with large multi-use skyscrapers. This will allow the ground floors to be used by stores, and restaurants, while the remaining floors can be used for apartments. Electricity, water, sewage, gas, and the internet will run to these buildings. Each unit will have its own integrated HVAC system, a considerable upgrade for Taiwan. These high-scale cookie-cutter apartment complexes will be dotted across the island, replacing the old. These apartments will be sectioned into units of 10, and that will consist of a neighborhood that has a secure vehicle and foot entrance on two sides. Using the home key to swipe at the security gate they can gain access to the neighborhood and to their building. Guests can check in at the security gate by providing their National Identification Card. A section for visitor parking by the security gate will be allotted, while residence parking will be camera detected by parking pass, and will remain underground in the neighborhood. At the center of each neighborhood, will have a park and common area for community activities. The security entrances will be manned by uniformed, unarmed, volunteers to the National Police Agency as part of their new Community Safety Office. They will not have the authority to arrest anyone or detain anyone, but could assist with situations until law enforcement arrive if serious, solve communal disputes, report suspicious activity, and general community outreach activities like helping a child find their home, get into their building, assisting people carrying groceries etc.
Likely the most important piece of the project, and the largest arm of the project, it is expected to cost $50 Bn in upgrades and construction across the island to completely modernize housing and implement the safe neighborhood system.

Connection Penghu

The islands of Penghu, still on Taiwan’s continental shelf, are in shallow waters, easily accessible, and within 10 miles of Chiayi County on the island of Taiwan. A series of bridged highways have been proposed in a loop to link Penghu County and its respective islands to each other which will be linked by a long over-water bridge to the coastal Highway 61. As part of the loop there will be two connections across to Penghu, the first will connect the Hwy 61 to Penghu’s 202 at the Huxi Township. The other connection will connect Dongjiyu Township to the 61 by Jiangjun District. This plan will effectively connect all of the islands of Penghu directly to each other and to Taiwan proper. The connection will be called the Penghu Causeway, and will cost $20 Bn.

Gambling Laws and Tourism

As Taiwan gains a taste for luxury life and culture, the Legislative Yuan decided to generally legalize gambling across the Republic of Taiwan. Previously, gambling was only legal in designated areas, however no areas were ever designated. After the passage of this law, gambling and e-gambling will now be legal in Taiwan. Specifically, the Legislative Yuan has targeted Yilan County’s coast for specific gambling and resort build up on the Eastern Coast. White sands will be poured over Yilan’s coast and allow the targeted foreign resort and casino investment into the area. The Ministry of Interior will be conducting a $5 Bn construction and infrastructure build up of the coast to cater to construction of prospective resorts and casinos. This will include the clearing of the new coast, extending of power lines and water lines, and carving out areas for resorts and casinos, while preparing the white sand beach.
Taiwan will now allow the hosting of e-gambling services, including Simplified Chinese to suck money out of China’s rampant addiction to online gambling that the government can’t seem to crank down on. Currently, the Philippines manages the monopoly for e-gambling in South East Asia, but as an easy market to get into and a sector dominance of Chinese-language, the barriers to entry for Taiwan are extremely low. With the technological prowess of Taiwan, the Legislative Yuan expects it will not be long until most e-gambling could be regulated through Taiwan’s government, and all the digital transactions and gambling fees raking in more revenue from overseas players to Taiwan. The Legislative Yuan hopes that this broad legalization will drive further business, and will make Taiwan one of the first in South East Asia to do so.

Bangladesh central bank filed a fresh case against Bloomberry Resorts and Hotels Inc and 16 others before a New York State Court.
Bangladesh authorities have renewed their bid to recover $81 million lost in a bank heist four years ago, filing a fresh civil case against 17 Philippine entities last week, reports the CNN. Bloomberry Resorts Corporation, the company behind Solaire Resort and Casino in Manila, told the Philippine Stock Exchange on Monday about the case.
The ruling on the previous case has been appealed by Bangladesh before the US Circuit Court of Appeals, Bloomberry said.
The cases stemmed from the February 2016 heist where thieves tapped into the system of the US Federal Reserve in New York and authorized multiple fund transfers from the Bangladesh Bank's account to a number of fake bank accounts under RCBC. The funds were wired during a long weekend, which left no time for regulators to block the transactions.
The case is the biggest money laundering incident involving the Philippines, which prompted lawmakers to require casinos to regularly report big-ticket and suspicious transactions to authorities.
Bloomberry previously said the Bangladesh Bank is relying on these court cases to collect the amount it supposedly lost to North Korean hackers.
